Community-based disaster preparedness

Discussion over a tsunami map
Disaster management committees prepare emergency plans for their communities.

A big part of Indonesia is located in the so called Pacific Ring of Fire and is therefore regularly hit by natural disasters. The impact of such disasters can be enormous as it became obvious after the severe seaquake and tsunami in 2004 and again and again since then. The province of West Papua is constantly threatened by earthquakes without being noticed internationally or even nationally in Indonesia.

In the coastal areas, the danger of a tsunami with many deaths is particularly distinct. Often, simple measures can avoid high numbers of victims during and especially after the disaster. The inhabitants of the Manokwari district that are almost completely indigenous and discriminated populations are neither aware of these possibilities nor of the dangers they face. Due to the weak structures they are not able to provide for the risks.

For this reason, Malteser International in cooperation with a local partner supports the set-up and training of local disaster management committees. It conducts awareness and education campaigns and prepares emergency plans. Besides, evacuation centres are equipped adequately and evacuation trainings and courses are held for the local population. To warn everybody in case of a catastrophe, a public earthquake warning system will be set up.
  • To raise awareness for the dangers of earthquakes and tsunamis in disaster-prone communities and train and prepare the population for the threats resulting from extreme natural disasters
  • Setup and trainings of disaster management committees
  • Development of community based emergency plans
  • Equipment of evacuation centres
  • Awareness and education campaigns in schools and local associations
  • Setup of an earthquake warning system
